Enforcement of the Integrated Collection of Busan Port’s Port Security Fees (2019.01.01 00:00)

1. Introduction
○ According to the 9/11 SOLAS agreement and ‘International Ship and Port Security
Regulations (ISPS-Code)’, most ports in countries globally have implemented security fee
systems
○ The Korean Government’s Ministry of Maritime Affairs and Fisheries introduced a port
security fee system under the ‘Port Safety Act’ (’07.8.3) and, after a grace period, gave
notice that they will enforce nationally the integrated collection(with port usages fees) of
these port security fees (’18.9)
2. Port Security Fee Outline
□ Fee Collection Provision
○ (Port Safety Act, Article 42) Collect expenses covering human resources for security
and searching, and security facilities and equipment, from those who use the relevant port
facilities
□ Collection Fee rates
○ Ship security fee: KRW 3/ton
○ Cargo security fee : (Container) KRW 86/TEU · (Regular) KRW 4/ton
* (Nonstandard Container) 10-feet: x 0.5, 35-feet : x 1.7, 40-feet : x 2, 45-feet : x 2.3
** Security fees are wavered for transit cargo and empty containers
○ Passenger security fee KRW 120/person
* To be paid in full to passenger service center at a rate of KRW 120 per 1 passenger
(excludes children under 6) along with existing terminal-usage fee
□ Collection Method
○ Port security fees to be paid alongside port usage fees through the Ministry of Maritime
Affairs and Fisheries’ combined notice and collection ‘Port-MIS’ system (billing to include
security-fees)
* Port-MIS : Mandatary reporting system of vessels entering and departing from Port of Busan
3. Official Status of Busan Port Authority
○ Because the Korean Government’s Ministry of Maritime Affairs and Fisheries is to
enforce the security fee collection system from Tuesday 1st January 2019 at 00:00 for all
foreign ships entering and all passenger ships(Including cruise ships) departing from
national ports, as an international trading port, Busan Port will be adopting the port
security fee collection regulations.
